Dr. Md. Akkas Uddin Bhuiyan is a member of the 15th BCS Batch joining on 15 November 1995.  Born at Kendua Upazilla under Netrokona District on 1 May 1969, he did his LL.B. (Honours), LL.M. and Ph.D. from the University of Dhaka. He obtained the Diploma in Human Rights and Legal Aid as well the Higher Diploma in International and Comparative Law of Human Rights with Distinction respectively in 1993 and 1994. Prior to entering the Police Cadre, he was enrolled as an Advocate with Bangladesh Bar Council and a practising lawyer under Dhaka Bar Association.

He served as Additional Deputy Inspector General of Police in Sylhet and Mymensingh Ranges during 2015-2021. As Superintendent of Police (SP), he commanded the districts of Sherpur, Habigonj and Narsingdi. He held several other important assignments in Dhaka Metropolitan Police (DMP) as Deputy Commissioner (Criminal Intelligence & Prosecution Division) and Senior Assistant Commissioner (Accounts), in Criminal Investigation Department (CID) as Special Superintendent (Rajshahi Division) and Senior ASP (Training) of Detective Training School, and in Police HQ as SP (Telecom Operations). He also served in Jamalpur and Mymensingh Districts as Additional SP and in Sylhet District as ASP (HQ). So far, he attended a good number of seminars, workshops and training programs at home and abroad. He also successfully worked for UN DPKO as BANFPU Commander in MONUC and ONUCI respectively in 2006-2007 and 2012-2013.

Dr. Bhuiyan joined the Bangladesh Police Academy on 10 July 2021 as Additional DIG of Police and is currently looking after the Evaluation Wing of the Academy.
